There was talk of a construction project for an underground car park in the Plaza del Born in Ciutadella that would never see daylight.  In the Diari Menorca there was an article about an investment of one billion pesetas (six million Euros) from Norway and the United States.  The ambitious project talked about the construction of four underground floors between the church of Sant Francesc and the beginning of the Passeig Nicolau with access from 9 de Julio street and Plaza dels Pins.  In total a build of 22,500 square metres, 5,625 per floor.

One of the main characteristics of this future underground parking was the inclusion of a commercial area on the upper floor where sixty innovative establishments could be installed without competition to the commercial area of Ciutadella.  The promoter and spokesman for this great company was a German called Winy Pomorin who categorically confirmed that the works would take a maximum of a year and a half to two years.

For their part the town council promised to study the project as soon as it was presented as they felt a construction of an underground car park would solve the problem of lack of parking spaces the Plaza del Born habitually suffered especially in the summer.
